The overall goal of Office for Planning & Budgeting:

- Increasing specific income and fair distribution of wealth among subordinate units.
Specific goals:
- establishment of comprehensive system of financial resources management in the system
- Movement towards establishment of fair budgeting in the system and transition from bargaining method
Strategies: 
1- To increase incomes
2- To reduce costs and to prevent the dissipation of resources
3- To increase Financial resources
4- Fair and transparent distribution of wealth 
5- To increase coordination within and outside of division
